DETERMINANTS OF ADOPTION OF EDUCATION MANAGEMENT INFORMATION SYSTEM FOR DATA MANAGEMENT IN SECONDARY SCHOOLS IN CHESUMEI SUB COUNTY-KENYA

Abstract

This study sought to establish the determinants of implementing Education management information system by secondary schools of chesumei sub-county Kenya. The Kenyan government through the Ministry of Education and the Ministry of Information Communication and Technology has since 2008 created a policy for ICT adoption in the education system the implementation has been affected by varied factors. This study therefore investigated the determinants of EMIS adoption in secondary schools in chesumei Sub County. The Study is based on four objectives: To establish the availability of centralization of data management in secondary schools of chesumei Sub County; The level of principals knowledge and skills in use of EMIS; Infrastructure availability in schools; the administrative support in the utilizing of EMIS. The research used descriptive survey to gather data Kothari (2000). Target population; Chesumei sub-county has 42 schools. The sampled population was achieved by using 30% of the target population this led to 13 sample schools. The research used simple random selection and purposeful selection of the Sub County director of education. The study used questionnaires, interviews and observation method to collect data. Validity of the content was determined through piloting. Test retest was also used to determine the reliability of research instrument. Data was analyzed using qualitative and quantitative methods. The findings indicated insufficient centralized data management system; Principals have basic skills in computer technology. Insufficient administrative support and schools lack education management information system infrastructure therefore the conclusion was that Education Management Information System in Chesumei Sub County is functional but not effective. The study therefore recommends to the ministry of education to create policy framework on school level data management system and create a functioning ICT department to guide in the EMIS adoption.
